Method
 

  1. Preheat your oven to 350°F (175°C) and grease a 9x13-inch baking pan.
  2. Mix the melted butter, granulated sugar, and brown sugar in a large bowl. Add the eggs and vanilla extract. Stir in the flour, cocoa powder, baking powder, and salt until smooth.
  3. Pour the brownie batter into the prepared pan and smooth it into an even layer.
  4. In another bowl, prepare the cookie dough by mixing the softened butter, brown sugar, and granulated sugar. Add the egg and vanilla extract, then stir in the flour and chocolate chips.
  5. Drop spoonfuls of cookie dough on top of the brownie layer, spreading it evenly.
  6. Bake for 25-30 minutes, checking for doneness by inserting a toothpick into the center. Let cool before slicing.
